Remodeling has seen a decline as past urban renewal efforts have primarily targeted low-rise areas. However, with a growing stock of aging high-rise apartments, it has become a more realistic and necessary alternative. Despite this shift, policy continues to favor reconstruction through fast-track mechanisms. This study argues for restoring policy balance to ensure that remodeling is given fair consideration as a viable redevelopment strategy.
